Beverly Hills divides its single-family neighborhoods into three areas with separate regulations: the Central Area, the Hillside Area and Trousdale Estates. The Central Area takes in the Flats between Sunset and Santa Monica Boulevards and the flat blocks farther south. There, a new house, a facade remodel or an addition visible from the street goes through design review, either with planning staff or before the Architectural and Design Review Commission, which the city created in 2024 by merging its two earlier review bodies.
The Hillside Area, mostly north of Sunset, has no design review process. It does sit in a state-mapped Very High Fire Hazard Severity Zone, where the city notes that steep slopes and deep canyons can act as wind funnels during the fall Santa Anas. Trousdale Estates has its own ordinance, adopted in 1987, with a 14-foot height limit and restrictions on graded building pads that keep its mid-century houses low and its views open.
Much of the Flats dates to the 1920s and 1930s, built in Spanish Colonial Revival, Tudor Revival and other period styles. One practical caution: many 90210 addresses in the hills above the city, including the area called Beverly Hills Post Office, are actually in the City of Los Angeles and are permitted there.

No. Design review applies to single-family homes in the Central Area, and there it covers new houses, facade remodels and additions visible from the street. A project drawn by a California-licensed architect in a pure style from the city's style guide can be approved by staff; others go to the Architectural and Design Review Commission for a hearing. The Hillside Area has no design review process, and Trousdale Estates follows its own standards.
My mailing address says Beverly Hills 90210. Is my home in the city?
Not necessarily. Some 90210 addresses in the hills north of the city, in the area known as Beverly Hills Post Office or Beverly Crest, are within the City of Los Angeles. Those homes are permitted by LA's building and planning departments under different rules, including LA's hillside floor area limits. We confirm the jurisdiction from the parcel record before any design work starts.
What does building in the Very High Fire Hazard Severity Zone involve?
The area north of Sunset, plus a few blocks south, is mapped in that zone. New homes, ADUs and garages there are built to California's wildland-urban interface standards, which call for ignition-resistant exterior materials, ember-resistant vents and fire-rated or tempered glazing. The zone can also rule out SB 9 projects unless fire mitigation measures are adopted, so we raise it at the feasibility stage.
Is my older house considered historic?
Only a small number of Beverly Hills properties are designated local landmarks, but the city also tracks houses 45 years or older designed by architects on its master architect list. Permit applications that change the design, materials or appearance of those houses, or demolish them, are subject to a 30-day hold that the director can waive. We check this before design so it doesn't surprise you at permit time.
