Bell Canyon, CA

Building and Remodeling in Bell Canyon

Simply Construction is a general contractor in Bell Canyon for owners planning custom homes, fire rebuilds, ADUs, additions and garages in this gated community in the Simi Hills. Bell Canyon lies in unincorporated Ventura County, just over the county line from West Hills, so permits come from Ventura County Building and Safety and Ventura County Planning rather than from Los Angeles.

Projects also pass through the Bell Canyon Association, which oversees the guarded entrance and private roads. We coordinate both reviews, bring in the engineers that steep canyon lots demand, and, as a licensed California general contractor, run construction from the first survey to final inspection.

Local Knowledge

Bell Canyon's Terrain, History and Rules

Bell Canyon was developed beginning in 1967 on about 1,700 acres of rugged land and first sold as Woodland Hills Country Estates, where nearly all of the original 800 homesites sold within ten days. It was later renamed for homesteader Charles A. Bell. The community's anchor is the Bell Canyon Equestrian Center on Baymare Road, designed by ranch-house architect Cliff May and opened in 1968, and riding and hiking trails run between the lots.

The terrain that makes Bell Canyon private also makes it fire-prone. The 2008 Sesnon Fire forced evacuations here, and in November 2018 the Woolsey Fire destroyed at least two dozen Bell Canyon homes, including houses along Hitching Post Lane and Flintlock Lane. Rebuilt homes now stand beside houses from the community's earlier decades, and new work is held to California's wildfire construction standards.

County rules add their own layer. Ventura County's Tree Protection Ordinance covers oaks and sycamores along with a protected zone reaching 5 feet past the canopy and at least 15 feet from the trunk. Lots that rely on septic systems need Environmental Health review when bedrooms or fixtures are added.

Services

Construction & Remodeling Services in Bell Canyon

From ground-up homes to kitchens, here is how each of our services applies to Bell Canyon properties.

Custom Home Building in Bell Canyon

Custom homes in Bell Canyon go onto steep, irregular lots, often with oaks, rock and long driveways. Before design, we gather a topographic survey, a geotechnical report and an arborist survey, because Ventura County protects oaks and sycamores along with their root zones. The Bell Canyon Association reviews the design, and the county reviews zoning, grading and building plans. The finished home is built for wildfire exposure, with a Class A roof, ember-resistant vents and the rooftop solar Title 24 requires on new houses.

ADU Construction in Bell Canyon

A detached ADU on a Bell Canyon lot usually has to find level ground among slopes, trails and protected oaks. Ventura County approves an ADU that meets its standards ministerially through the building permit, and state law secures a minimum of 800 square feet for the unit, with side and rear setbacks as small as 4 feet. Where the home is on septic, the system has to be evaluated for the added unit, and fire access and water supply for the new structure are reviewed too.

Garage Conversions in Bell Canyon

Converting an attached garage in Bell Canyon into an ADU or guest suite avoids new grading on a sloped lot, which often makes it the simplest path on steep terrain. Under state law, no replacement parking is needed when a garage becomes an ADU. We add insulation, egress windows, a moisture barrier and new utilities, and if the conversion adds a bedroom, we check the septic system's capacity with the county before the plans are final.

Room Additions in Bell Canyon

Ground-floor additions in Bell Canyon often meet a slope on one side and a protected oak on another. If the new footprint encroaches on an oak's protected zone, Ventura County requires a tree permit, and any footing close to a slope is designed to the geotechnical engineer's recommendations. A new bedroom may also require a septic evaluation. We sort out these constraints before design so the addition's footprint is realistic from the first drawing.

Second-Story Additions in Bell Canyon

When a Bell Canyon lot leaves no flat ground to build on, a second story is often the cleaner way to grow. It avoids grading and tree permits, but the existing foundation and framing must be engineered for the new load, and hillside homes may need added lateral bracing. The association's design review will look at height and massing, and the new walls and roof must use ignition-resistant materials under the state's wildfire rules.

Garage Construction in Bell Canyon

New garages in Bell Canyon are often built into the hillside, with a retaining wall forming the back of the structure and a driveway that has to meet fire department grade limits. A garage can also be sized for a horse trailer or paired with a guest unit above. We engineer the retaining walls and drainage, plan construction access on the narrow private roads, and use ignition-resistant siding and ember-resistant vents throughout.

Whole-House Remodeling in Bell Canyon

Some Bell Canyon homes date from the community's first decades, and houses that came through the Woolsey Fire can be good candidates for a whole-house remodel. We update wiring, plumbing, insulation and windows, open up floor plans and replace roofs and siding with ignition-resistant materials. Exterior changes go to the Bell Canyon Association, and the interior work follows Ventura County permits and inspections.

Kitchen Remodeling in Bell Canyon

Bell Canyon kitchens often look out over decks and canyon views, and a remodel is a chance to strengthen that connection with larger openings and better flow to the outdoors. Structural changes need engineering and a Ventura County permit, and new exterior doors or windows go to the association. We plan gas, electrical and ventilation upgrades, and we schedule cabinetry and stone deliveries through the guarded entrance.

Bathroom Remodeling in Bell Canyon

Bathroom remodels in Bell Canyon range from updating original baths to adding a full bath in a new suite. Where the home is on septic, adding a bathroom or bedroom may require Ventura County Environmental Health to confirm the system can handle it, so we check that before design. We build showers with full waterproofing, vent exhaust fans outdoors and choose easy-care finishes for households where horses and trails bring dirt inside.

Fire Rebuilds in Bell Canyon

The Woolsey Fire destroyed at least two dozen homes in Bell Canyon in November 2018, with Hitching Post Lane and Flintlock Lane among the streets hit. If you are rebuilding after any fire, we manage the project from the cleared lot through Ventura County plan check, association review and final inspection. The new home must meet California's wildfire construction standards, and surviving oaks need an arborist's assessment and protection during construction under the county's tree ordinance.

Junior ADUs (JADU) in Bell Canyon

A junior ADU inside a Bell Canyon home creates a private suite, no larger than 500 square feet, without grading a slope or disturbing a protected oak. It must sit within the existing house, which can include an attached garage, and it needs at least an efficiency kitchen. Ventura County approves qualifying JADUs through the building permit, and we check whether the septic system needs review if the space becomes a bedroom.

SB 9 Lot Splits & Duplexes in Bell Canyon

SB 9 reaches qualifying single-family parcels in cities and in urbanized areas of unincorporated counties, so whether a Bell Canyon lot qualifies needs to be confirmed with Ventura County. Fire hazard mapping matters here: land in a Very High Fire Hazard Severity Zone is ruled out unless the project carries out the state's required fire mitigation measures. Steep slopes, septic capacity and the association's CC&Rs can also limit a split. We review all of these before recommending a path.

Patios, Decks & Outdoor Living in Bell Canyon

On a sloped Bell Canyon lot, a deck is often the simplest way to gain outdoor space, and it must be engineered for the hillside and built with ignition-resistant or noncombustible decking. We also build patio covers, outdoor kitchens and terraces held by retaining walls that create level ground. Planting near the house is kept to defensible-space rules, and the association reviews outdoor structures before construction.

Why Choose Us

Why Bell Canyon Homeowners Choose Simply Construction

Licensed, Bonded and Easy to Verify

Simply Construction inc. is a licensed California general contractor, CSLB [CSLB LICENSE # PLACEHOLDER]. State law requires a license for any job of $1,000 or more in labor and materials, and anyone can check a contractor's license, bond and workers' compensation status on the CSLB website in about a minute. We encourage every Bell Canyon homeowner to do exactly that before signing with anyone, including us.

Straight Answers on Feasibility

Some lots cannot fit the project an owner has in mind. We check zoning, setbacks, height limits, easements, slope and utility capacity early, and we tell you plainly what is achievable before you spend money on full drawings. When state law opens a path that the local code seems to block, as ADU and SB 9 rules often do, we explain how it applies to your property.

Written, Line-Item Estimates

Before you commit, you receive a written estimate that breaks the project into its real parts: design and engineering, permit and utility fees, foundation, framing, systems, finishes and site work. Allowances are named and priced, so you can see where your selections move the budget. If the scope changes, the numbers change on paper first, never as a surprise on the final invoice.

FAQ

Building in Bell Canyon: Common Questions

Who issues building permits in Bell Canyon?

Bell Canyon is in unincorporated Ventura County, so building permits come from Ventura County Building and Safety, and zoning and tree permits from Ventura County Planning. Septic questions go to Ventura County Environmental Health. The Bell Canyon Association reviews projects separately. Even though Bell Canyon borders West Hills, the City of Los Angeles has no role in the approvals.

Can I remove an oak tree to build on my Bell Canyon lot?

Possibly, but only with county approval. For reasonable use of or access to a property, up to 5 protected trees may be removed from a parcel, and no more than 3 of those can be oaks or sycamores. Removing or damaging a protected tree without the required permit can be charged as an infraction or a misdemeanor. We start with an arborist survey and design around trees where we can.

What does a fire rebuild in Bell Canyon need today?

It needs a design that meets California's wildfire building standards, Ventura County plan check, the association's design review and, where the lot is on septic, a system evaluation. Surviving oaks must be protected during construction. Title 24 energy rules apply as well, including solar on the new home, and permit applications submitted on or after January 1, 2026 follow the 2025 Energy Code.
